AB Penelec redirected its policy and procedure for accomplishing its line clearance program in 1979 to incorporate prioritizing all line clearance projects and fixed price competitive bidding. During the ensuing years the change in direction of the program has been accomplished with continuing success and improvement while incorporating substantial budget increases. Substantial savings in dollars have been achieved over the 4-year period using the new method of contract.
